The improvement of a plot of ground known as the Chinese Recreation Ground is worthy of serious attention on the part of Government.
2. Originally intended to be the "lungs" of Taipingshan, and a pleasant retreat for the hot and tired, it has degenerated into a squalid area, crowded with shanties of every description and resorted to as a profitable source of revenue by the thieves and bullies of the neighbourhood.
